By 1990, I suspect that DC was tired of the increasingly-crappy printing quality they were giving to their Who's Who books, and probably wanted to step things up for the collector's market. When people talk about some of the greatest Batman comics of all time, Frank Miller's The Dark Knight Returns is usually listed as number one.
